The PR could also be opened by the release manager, the job could print the URL for opening it. This would also add a human review step. In fact, if the initial change is a PR on this repository, the URL could be printed as a comment to that PR after it has been merged. As the PR fields are pre-filled from the commit data, this wouldn't create much work for the release manager. We would indeed need a bot-owned fork, though.
