Reproduced on XWiki 16.10.9 with Page Rights Viewer Applicaiton v1.0.3
Steps:
* Create a page with ~ in the name
* Access administer page and set some specific rights for that page: Righgs: Page&Children and Right: Page
* Access Page righs viewer for that page
* Click on View detailed rights
Expected behaviour:
* the rights are displayed and you can access the referenced links (clicking them leads to creating a new page)
Actual behaviour:
* the rights are displayed, but you can't access the referenced links
* this confuses the user (e.g if no rights have been defined at all on that page, no rights are displayed and the user may think display detailed rights doesn't work)
