Declare project.build.outputTimestamp to make the build reproducible

Form what I understand, there are no changes needed for the Javadoc plugin. Further, from what I found, setting an arbitrary date is actually what Maven 4 will do by default so contrib extensions inheriting an arbitrary date should be completely fine, at least if we warn extension authors.
