Reopening: HomepageTourIT#homepageTour flickers on master, stable-18.4.x and stable-17.10.x (fails in most CI runs since it was added), always with a step title read as empty right after moving to another step. The tour shows a step's popover twice when it scrolls to the step's element (once at the end of the scroll animation, then again from its debounced window scroll handler, each time replacing the popover by a new one that fades in), and PageWithTour reads the title of the replacing popover while it is still invisible. Fixing the page object to wait for the step title text.
