Group the XWiki JIRA declarative knowledge in a new okf/servers/jira.md (access paths, project keys, and the durable issue-field conventions: Component, Affects Version = oldest affected / else last LTS, Fix Version), keeping the conventions in one place so the skill and README reference them rather than duplicating them. Add jira-cli install + "jira init" setup instructions to the README and the JIRA_API_TOKEN / JIRA_AUTH_TYPE environment variables, wire the new topic into the OKF map and the injected org-instructions mirror, and bump the plugin version to 0.10.0.
