That holds for a public, protected or package-private method, but not for a private one, where no caller can exist outside the compilation unit and the compiler is the whole verification. * Moves the rule into dead-code-rules with its transform, the visibility split and the three drop shapes (overload collision, a TODO owning the parameter, parameters mirroring a sibling method).
