This was broken in 58b6f884efa341f738c49eb02bada16cf5e563fa that fixed XWIKI-15149: Icons not visible anymore on the login page for a wiki not visible to guest. Technically, this only fixes the icons in the document tree, but as document trees are loaded on every page, this actually fixes them everywhere.
