Now that xwiki-commons-properties is a weaved module, its clean JAR is banned in the WAR, but each legacy module depends on its clean counterpart with <type>pom</type> to inherit its transitive dependencies, and the ban only matches the JAR type, so the clean properties JAR was still coming in underneath those pom nodes and failed the enforcer.
