It cannot for a pair like xwiki-platform-oldcore / xwiki-platform-legacy-oldcore: the main module sets xwiki.revapi.skip, and the legacy weaver's own check is green by construction since its jar re-adds whatever the main jar dropped. Following the step therefore produced a green build with no ignore at all, and the break surfaced later on a downstream consumer.
