It applies the same quality gate as the branch and is the only pre-merge check for the rules computed server-side. Measured on xwiki-commons: about two minutes, with no tests, no quality profile and no coverage. * okf/sonarqube/verification.md: correct what the previous change said about confirming a javabugs finding. A local build still proves nothing, but a PR analysis confirms it before merge, so the next analysis of the branch is not the only confirmation. Also record that a re-dated finding reaches the PR report only when the rewrite broke issue matching there too.
