Please re-read my email below. I can't help you more if you don't provide more information. I'll repeat it again, there's no such thing as XWiki 1.1 :)
If you wish to build the XWiki Enterprise (which I assume is what you really mean) version 1.1 from sources you'll need to check out all modules from SVN. But again, I don't know if this includes build modules too, if you wish to only build the core jar, if you wish the build the XAR only, etc. Overall we're talking about 20+ modules.

There's no such thing as XWiki 1.1 :)
XWiki is divided into modules so you need to check out the modules
you're interested in. You need to tell us what you want to do and
then I can help you more.
Just note that you don't need to check out all modules just to build
XWiki. You just need to check out the module in which you wish to
make changes to the source.
For example if you wish to change XWiki's templates you'll need to
check out the Platform Web module for which the 1.1 final tag is at:
svn://svn.forge.objectweb.org/svnroot/xwiki/xwiki-platform/web/tags/
xwiki-web-1.1.0
If you wish to build the 1.1 branch (leading to the 1.1.1 release)
that'll be:
svn://svn.forge.objectweb.org/svnroot/xwiki/xwiki-platform/web/
branches/xwiki-web-1.1
etc.
