Two comments:

1) I think it would be better located, linked on this page: http://www.xwiki.org/xwiki/bin/view/DevGuide/Tutorials and thus as a children of Tutorials
2) The page is empty right now. We have created a space for drafts that are not ready yet for public consumption. It's on 
http://www.xwiki.org/xwiki/bin/view/Draft/. Please consider using it till you have the doc in a state good enough. We really want to keep xwiki.org in a finished look state as much as possible.

Can you also review <a href="http://www.xwiki.org/xwiki/bin/view/DevGuide/CreatingPlugins#HPluginlifecycle ">the plugin creaton intro</a> ? Im not sure my last contrib was relevant/true. I think that someone needed to start putting this kind of info in the Developper guide, anyway.

Yes I have planned to do this. Right now, my only comment would be to remove the DWR section you've added as the goal of the page is to create a simple standard hello world plugin. I would put the DWR part in the tutorial about writing plugins with DWR.
