I don't like 1) too much because it's not really about programming only since it can concern document that require the "edit" right, not the PR. I tend to prefer 3). There is another issue that could go under that group later on : http://jira.xwiki.org/jira/browse/XAADMINISTRATION-222 (about displaying cache statistics / warnings)

3) sounds fine to me. Having the rights checking code will be a great addition, it fixes a real PITA. Guillaume
