We have the exact same problem for the XOFFICE JIRA project.

I'm pretty sure I remember Wang Ning doing so ;) In any case all commits must reference a jira issue so people committing without jira issues (unless for small things, small refactoring, etc) are not following the rule, even for sandbox :) Let's ensure we do this from now on. BTW we should also remember not to promote a sandbox project if there's nobody to maintain it (this is the case right now for the webdav project which was moved from the sandbox where Asiri had full access to it to the core where Asiri doesn't have commit rights so it's now harder for him to make changes to it).
