OK, I just did some of my own troubleshooting and got some new information. When I click the "+" icon to create a new page from my "Main" space, as mentioned the parent is blank by default. I used my admin account to go through with creating a new page with no parent, and that page became a space. That explains why my non-admin user gets "access denied", because my non-admin users don't have access to create new spaces.
