Looks like I was right the first time. It does create two different PackageAPI objects for:
$xwiki.package.addAllWikiDocuments()
$xwiki.package.exportToDir()
However if you do the following, it will refer to the same object:
#set ($package = $xwiki.package)
$package.addAllWikiDocuments()
$package.exportToDir()
My bad. Looks like I was looking at Package and PackageAPI doh!
Still curious why the methods are still evaluated on "edit" and not just "view".
