Yes, I get the same behavior & have been having the same problems. I have been lurking & following along hoping to find a solution. :)

When I try to bring up xwiki/bin/skin/XWiki/MySkin, it tries to
deliver a binary file to my browser and my browser asks if I want to
save the file. Does this happen to anyone else?

I read the explanation, but I can't figure out how to change page
access rights just for a skin. If you go to "More Actions" > "Page
access rights", the rights will be applied to the page you were on
when you chose that option, right? If you go to the skin page
(...xwiki/bin/skin/XWiki/MySkin/style.css) , then I just see the skin
and I won't have an option to select the "More Actions" menu for that
page. I'm sure I've misunderstood what I'm supposed to do. Thanks
for any help you can provide.

Hi,
you have to go on xwiki/bin/skin/XWiki/MySkin . here you change your
rights. The attachments rights are the same as the document rights.
