When I try to bring up xwiki/bin/skin/XWiki/MySkin, it tries to
deliver a binary file to my browser and my browser asks if I want to
save the file.  Does this happen to anyone else?

access rights just for a skin.  If you go to "More Actions" > "Page
access rights", the rights will be applied to the page you were on

and I won't have an option to select the "More Actions" menu for that

Hi,
you have to go on xwiki/bin/skin/XWiki/MySkin . here you change your
rights. The attachments rights are the same as the document rights.
