Hi Jim,

that's because of the CSS used to dusplay the top menu bar. The page actually goes to the intended place, the 1.1 heading, but it is hidden from your view by the top menu bar. If you try the skin in a browser that does not keep the top menu bar in place but moves it up on scroll (I think it does this under IE 6) you'll see that the link works just fine :-)
