For me, there's only ever been one time I've had a problem
running an update, and that was when the history issue was resolved. Thats
running a database that was generated manually for 0.9 over 2 years ago, and
going through the updates over the last year as they're approved for release on
our network.
I won't go so far as to say you'll "never" have problems
with upgrades, but I would say that it'd be highly unlikely - and if you
do, the dev team are very quick to respond.

Well my former question targets how safe is to use 1.3
milestones for only internal but quite "should be working" deployment.
I would like to avoid repairing corrupted referential integrity or
thing like that, or making clean db reinstall, but I'd like to use and test 1.3
builds.

For the moment yes it's not planned to change it but even if it's changed
we now have an automated migration system in place so that'll be transparent
(barring bugs of course ;)) for the end users...
