It's in the skin.  If the Header element from the currently-used skin is not empty, that's where the code is that draws the header.  If it is empty, it uses header.vm from the templates directory.
 
Not yet familiar with how the admin stuff works on 1.0 but it was in the admin menu on 0.9.840.  The page XWiki.WebHome presented a list of admin options and one was called Skin; it provided links to edit and test the current skin, and links to the templates and skins directories.

Easiest way is to remove it; however I tend to make a new skin for modifications so that I have a safety net in (just in case).
 
As you're using the XWiki10 skin, browse the following location on your tomcat server:
<tomcat installation directory>\webapps\xwiki\skins\xwiki10b1\menuview.vm
Search for Documentation.
You can then remove the <div> which includes this entry.
