Those macros are defined in the macros.vm template file in the templates directory.  From what I can see in the source code, the big difference between #includeTopic and #includeForm is that #includeTopic is rendered in the context of the included document, whereas in the case of #includeForm, the included document is rentered in the context of the including (calling) document.  So basically if you want any included macros to be applied correctly in your calling document its better to use #includeForm and if it is just content then its better to use #includeTopic.
