Anyone, Does turning on email obfuscation break email notifications? When I had it on I did not get either the daily report or hourly notifications (via the watchlist). I do not know of any bug on this domain. Could you check for emails in your spam folder? Apart from this, if your user has the watchlist notifier defined (which it has AFAICS) and the Scheduler job is there (it is too AFAICS) then the thing to check is on the server SMTP logs to see if the mail has been sent.
