Hi, I don't know any plugin, extension,... that allow this kind of workflow management out of the box, but it seams to me not too difficult to do. For instance, you could allow users to create pages in a given space only and restrict the possibility of moving this pages to a "free access" space. Perhaps you could create a JIRA issue (http://jira.xwiki.org) asking for this improvement. XWiki Enterprise (XE) could be the right place.
