These are localizable resources, which are defined in ApplicationResources.properties. You could just write the text, without using $msg.get.

Inside webapps/xwiki/WEB-INF/xwiki-core-1.*.jar You can make a copy and place it in webapps/xwiki/WEB-INF/classes
