Hi Brian, I think that's actually a bug on XWiki's side. I tested it on XE 1.5 and the default behavior is that users that only have the edit right cannot rename pages (they cannot see the "Action" menu in the topbar, whereas admins can see it). The only exception to this rule is on an user's own profile page where the user, while being given only the edit right (as you can see if you edit the page in object mode), can see the "Actions" button in the topbar. There is no reason I can think of why this should be the case. Therefore I think you can file a bug on http://jira.xwiki.org/ (in the XWiki Enterprise project) to describe the issue.
