Anything is doable in XWiki. I'm not really sure what you mean by "floating panel", but I guess it involves custom styling of a div. You can use in the content: (% class="floatme" %)((( the content that should float ))) This creates a <div class="floatme"> wrapper for that content. Then you can add a custom StyleSheetExtension object with custom CSS that applies to the .floatme class.
