So any commit on it that upstream does not have made 'gh repo sync' refuse to fast-forward, failing the release step over a branch holding nothing worth keeping. The middle value keeps the deliberate High and Low choices meaningful. * Creation is template-driven for every caller, so this fixes the wiki UI, the Java API, the script service and the REST endpoints at once. * Assert it in ReleaseNotesIT#contributorsListAndChangeNumbering: the change the test opens in the inline editor is now saved without touching Importance and the release note must display it.
