Overlap with the file's own summary was 100% for versioning and wiki-user-scope, 90% for code-style, 85%+ for four more. Worse, entries had become rule digests: the strategy entry listed the no-stdout rule, the scenario rule and the page-object boundary, which is enough for a reader to act without opening the file, at a third of the rule. * Rewrite all 41 entries as what the topic is and when to open it rather than its neighbour, leaving the rules to the topic file: 22209 -> 8488 bytes. * Say so at the top of the Topics section: read the entry to choose, then read the file, never act on the entry alone. * Add invariant 8 to scripts/validate.mjs — 240 bytes per entry, 11000 for the file. The budget is the point: extending the OKF always appends to this map and never cuts, which is how it grew in the first place.
