It was stated only in the PR-description template of the `xwiki-pull-request` skill, so a session that opened a PR without loading that skill never saw it — which is what happened, and the reason the rule fires inconsistently across a repo's PRs. Rename the section to "Commits, issues & PRs", the subject it now covers. * Move the rule itself into `okf/servers/jira.md`, beside the mechanics of attaching an image it already documented, and say there that producing the images is also the check that the change works, a test asserting only what it was written to assert. The issue is the durable home: a fix committed straight to `master` has no PR body at all. * Shorten the PR-template bullet to the PR-specific half and point it at the OKF, so the obligation is stated once. * Name it in the `jira` topic line of `okf/index.md`.
