In xwiki-commons that root is the xwiki-commons pom, the parent of xwiki-commons-pom, so the java:S1133 and java:S1214 exclusions defined in xwiki-commons-pom were ignored there (while working for xwiki-rendering and xwiki-platform, whose root pom inherits from xwiki-commons-pom). * Define them in the root pom instead, which xwiki-commons-pom inherits, so they apply to all three projects.
