Yes we are already working exclusively on github (the svn is actually readonly) except for all contrib stuff which still are located in https://svn.xwiki.org/svnroot/xwiki/contrib/

Actually even more than git we've migrated to github so you can clone XWiki repository into you how github account, modify it and then do a pull request (you should probably indicate it in the related jira issue).
