The rule for choosing between org.xwiki and com.xpn used to be: - code in the old xwiki-core and in (java) modules depending on it should be com.xpn for the moment - other code should be org.xwiki XE does depend on the core, but just as a needed library, not as a java dependency, so it should be org.
