It was supposed to be a plugin allowing to run TWiki plugins, but it only implements a very small subset of the twiki plugins API. The way it runs them is crazy (span a perl engine and communicate through sockets).. The potential plugins that are portable is very low.. Let's remove everything related to perl. I would say we can remove it, or move it to a contrib/perl directory. This is not in the standard build anymore.
I let you decide because I have no idea what this perl/ directory is for and whether it should be kept or not.
