eMail user verification seems to be a no-op on tips?

Well, I munged the Postgresql schema until it worked. Now, my problem is that the Registration email verification seems to do nothing at all... I set it to "Yes" in both the XWiki preferences and the default Space Preferences (which, I assume, should inherit the XWiki preferences, but I tried it just to be sure...). But, it stll just registers users and says they are "correctly registered" (but without doing any email verification...) - I tried bouncing Tomcat (5.5.20, Sun jvm 1.5.0_10, Ubuntu Dapper). - There are no errors or exceptions in the logs.
