I'm also proposing to change the process for creating a new wiki on myxwiki.org: users who want a wiki there should now open a jira request on this JIRA project under the "myxwiki.org" component.
Other example: when we want to upgrade xwiki.org to a new version it should be in there, etc.
Basically the idea is to account for all infra work.
