Not sure I understand this part about commenting. Could you provide more details?
Currently, every "bug" in a web-page is posted as a comment. You need your changes to prevent this practice, or incorporate this practice or? My suggestion would be to add a line around the form to submit a comment that invites the users to formulate jira issues instead. paul
