Each panel generates an HTML class attribute. Just use this class.

For ex, go to http://playground.xwiki.org/xwiki/bin/view/Main/WebHome,  
view the source and search for QuickLinks, you'll see:

                      <div class="panel expanded QuickLinks">

This is automatic.
