Hm, that might actually be a real problem, I'll look into it. Since this was recently removed, there might be a forgotten dependency.
This one was fixed as well two days ago in https://github.com/xwiki/xwiki-enterprise/commit/dc271c4ed Looking at https://github.com/ashlamb/xwiki-enterprise I see that your fork is 16 commits behind the original.
I synchronized my Github fork and did a fresh clone today so unless I'm missing something I don't think it's a synchronization problem as previously suggested. Any help on how to proceed would be greatly appreciated.

Looking at the log, I see that it tries to look for the needed project in two places only: - local repository - xwiki externals repository
It doesn't try to look into the xwiki snapshots repository.
1. Are you sure you have put all the right configurations in settings.xml, including the snapshots repository?

Also, which settings.xml has to be edited? I've created a settings.xml in my ~/.m2 directory as per instructions but this doesn't work, so I think I'm editing the wrong file. Is it the global settings.xml at /usr/share/maven/conf that has to be edited?

You don't need -f. Just cd to what you want to build and run mvn clean install
For example to build xwiki enterprise:
cd /Users/ash/xwiki/xwiki-enterprise mvn clean install

Nope. If all you want to build is XWiki Enterprise, just clone that repository. What you're missing I think is to edit your settings.xml as described here: http://dev.xwiki.org/xwiki/bin/view/Community/Building
