Hi, it's not exactly a plugin. it's more a service. The core has no dependencies on it, so I would prefer to have it outside the core. We haven't split the core yet, but i don't think we need to add more things for the core. I would suggest that we take into account the modularity of the package, and if it is not mandatory for the core, we should put it in the plugin section.
