Actually not quite. Platform is just a grouping of extensions supported by the XWiki Dev team.
It seems to me that they contains the core extensions, would you expect to put some other top level folder to separate core extensions from supported but optional extensions ? Currently there seems to be mixed and cause navigation in xwiki-plateform-core to be tedious.

I agree that this should be a supported extension, but I am not sure we are right in putting such extension in platform. Maybe, we should think about this further, but this was not the object of your vote.
