This was an error on http://www.xwiki.org/xwiki/bin/view/Code/ ChartingPlugin which I have now fixed. Thanks for reporting it.
In short that charting plugin is already bundled in the XWiki installation you have. The documentation is missing how to use it though which means it's not very useful ;-(. I'll contact the author to see if he can improve it a bit.
