I think it because v3 is unadapted (unported) yet in France law. So if we want CC law power in France, we should use CC v2 (link= http://creativecommons.org/licenses/by/2.0/) instead of v3. BTW: In Russia CC has no law power completely, yet. :) -- Artem Melentyev
