This is something I really don't like. The description should not be the same as the name, otherwise there wouldn't be a need to have the same information in two places. The description should be a real description, a full sentence that makes sense and really describes what's the module for.
it seems I have done that initially and I think it was because of cowardness. I think the same as you, but I looked at other modules in the core and it was the same, so I kept the same as well.
