Indeed, you will have to split the code and the test in the two repositories.
To make sure that you're running the tests on an instance which contains your changes, you should build locally xwiki-platform/xwiki-platform-core/xwiki-platform-web/ , then build xwiki-enterprise, then extract the standalone zip from
xwiki-enterprise/xwiki-enterprise-distribution/xe-jetty/xe-jetty-hsqldb/target/, and start it.
