Eclipse .project in SVN is not current,

Um, on discovering an Eclipse .project and .classpath in SVN, I imported it, but, it has several jars that are the wrong version, is missing the captcha stuff, is not copying everything to WEB-INF such that it could run in place, in general it doesn't seem to be in use... Is there some other way of building/debugging under Eclipse, without manually figuring everything out? If the .project and .classpath are not maintained by the commiters, shouldn't they just be removed?
