Right now the development effort on XWiki Workspaces is pretty much stopped as no active committer is working on it. Thus there's not much that we can give you in the form of an indicative date.
I'd strongly suggest going for XWiki Enterprise since that's where all the innovation is going right now. Some of XWiki Workspaces features will probably be added to XWiki Workspaces in the future so it's a better bet anyway ;-)
