Interesting. Maybe Tomcat 9.x has a new feature to ensure that passwords are not too easy to guess. You’re the first one to report this but I guess not many users have moved to Tomcat 9 yet since it’s not final yet.
It would be interesting if you could add that info to the xwiki page about Tomcat: http://platform.xwiki.org/xwiki/bin/view/AdminGuide/InstallationTomcat
