Finally found the page you were referring to. I just updated the related section to be more clear. Note that this is security advices that anyone can add, calling that "official documentation" is like calling Wikipedia "the ultimate truth" :)

So, is there any solution for this problem without reinstalling the XWiki? Or is this the only way to solve the problem?
You could simply restore XWiki.Admin user (go to http://yourdomain/xwiki/bin/view/XWiki/Admin and restore the page) and put it back in XWikiAdminGroup and XWikiAllGroup groups.
