I think the plugin hasn't been activated on the farm for fear of people using it to send spam messages... I talked to our admin about it but he thinks it wouldn't be safe to do otherwise.

This method has been deprecated in favor of using the Mail Sender Plugin ( http://code.xwiki.org/xwiki/bin/view/Plugins/MailSenderPlugin ).
The plugin offers 4 different methods, some of them allows you to set the subject of your email.
Check the example described at the end of the page for a live example.
