I don't think that's the case. I've just tested locally with chrome and developer tools and cannot see any outgoing connection. The only place where it was connecting to xwiki.com in the past (maybe you're on an old version?) was on the Admin page which was displaying blog post taken from xwiki.com but that's about it.
Do xwiki developers get all my saved data from my personal wiki?
No
What data do they get?
None
